Subject: [PATCH] gnu: Add libpetsc

* gnu/packages/maths.scm (libpetsc): New variable.
  (libpetsc-complex): New variable.
* gnu/packages/patches/petsc-fix-threadcomm.patch: New patch.
* gnu-system.am (dist_patch_DATA): Add it.
