Ooops. Sorry about that. I meant:
- #:make-flags '("INSTALL_ROOT=%output"
- "CCFLAGS=-fPIC \
+ #:make-flags (list (string-append "INSTALL_ROOT=" %output)

But I'll take into accounts comments from Mathieu, which make sense.
