You pastes have expired; maybe have it inline next time?
‘with-build-handler’ etc. is a mechanism used for grafts and described
in this post:
https://guix.gnu.org/en/blog/2020/grafts-continued/
In the presence of grafts, the “build handler” may be called several
times, indeed.
