That’s what it does, except for URL syntax errors.
That is, if you pass:
--substitute-urls="http://example.org/does-not-work https://mirror.hydra.gnu.org"
then the first one is ignored.
Does that make sense?

Indeed. Fixed in 8a2105078b5845e31768da06b360676352b1f3e9 (you won’t
get the fix until you run an updated guix-daemon.)
