How to deal with UTF-8 filenames?

Hello Guix,

I'm trying to package the Norwegian Bokmål Aspell dictionary, which
contains a 'bokmål.alias' in the source archive. This causes 'readdir'
to throw a decoding-error. Here is the backtrace:
