Yes, I think we should use PulseAudio consistently.
We should probably write this kind of choices somewhere, maybe under
“Packaging Guidelines”. Any volunteer?

BTW, I ran into some trouble anabling cursynth's pulseaudio support and
have contacted the developers, but haven't heard back yet. Would it be
alright to push this patch in the meantime?
