Is there a way to pass a specific package version to the guix
refresh command?
This may be necessary, for example, if a git repository contains
spurious tags that confuse the guix refresh command into chosing
an incorrect latest version.

Not to my knowledge, there isn't. But, it would be a great feature to
have. Having to manually edit the version and source hashes is pretty
frustrating.
