For the records, the RFI page is this one:
https://www.federalregister.gov/documents/2023/08/10/2023-17239/request-for-information-on-open-source-software-security-areas-of-long-term-focus-and-prioritization

Thank you for the initiative!
For the records all submitted comments are published in the Docket ID
ONCD-2023-0002 available here:
https://www.regulations.gov/docket/ONCD-2023-0002
Your comment is pubished here:
https://www.regulations.gov/comment/ONCD-2023-0002-0033
(unfortunately only as PDF)
IMHO your RFI could (hopefully easily) become a Guix project blog post,
with a brief introduction explaining the context like a link to the
above linked page and quick summary of the request for information:
WDYT?
Anyway, the process now is in Phase III (Government Review) [1]:
--8<---------------cut here---------------start------------->8---
The Government reviews and publishes the RFI responses submitted during
Phase II. The Government may select respondents to engage with the RFI
project team to elaborate on their response to the RFI.
--8<---------------cut here---------------end--------------->8---
We'll see if this "message in a bottle" will be heard by Someone™
Thank you and happy hacking! Gio'
