* gnu/packages/gnome.scm (evince): Update to 3.38.0.
[build-system]: Changed to meson-build-system.
[arguments]: Changed configure-flags to meson style.
Changed phase 'skip-gtk-update-icon-cache to add-after 'unpack.
[inputs]: Removed python2-dogtail, because we have no tests.
