This adds lci, a lolcode interpreter. This time I removed the typo with two (native-input) so it works again.

The output (checked with `guix gc --references) doesn't refer to
python-2.

Hm.. tests folder requires it, and also the setup. untime has to be
checked.. native-input then?

I got the docs to build by running "make docs", but when I installed
them I got a nicely decorated empty webpage, so I took out the custom
make-docs and install-docs phases, and removed doxygen as a
native-input.  python-2 is used for the tests, but since lci is written
in C it shouldn't need python at runtime.
