I do not think so; the current file is called IEEEtran.cls, and according to
   http://www.michaelshell.org/tex/ieeetran/
the first version dates from 1993 (so after fastcap) and was called
IEEEtran.sty.

But well, it looks like we can keep things as they are now, thanks for your
