While my KDE Frameworks tier 4 and tier 5 paches still need some polishing,
here are some updates to the other tiers:

* Updated all packages to 5.28.0

* Added ksyntaxhighlighting, a new tier 1 framework

* Make extra-cmake-modules Always install into /lib and not into /lib64

* kauth: Fix cmake macros to be used by other packages.  This fixes a problem
  I discofered when packaging some of the KDE applications.

These patches update
