Ok, I’ll look into that. Thanks for the pointers.
In the meantime, I just confirmed that running this command on core-updates
does cause glibc-mesboot-2.16 to be built:

So either something like this patch is needed, or some other change to
avoid building glibc-mesboot-2.16 for powerpc64le-linux-gnu.
