Here's the culprit:

The bootloader code was overhauled after Guix 0.13. The syntax is now:
(bootloader (bootloader-configuration
(bootloader grub-efi-bootloader)
(target "/boot/efi"))) ; usually correct, but verify

It seems you're consulting an outdated manual that doesn't match the
version of Guix you're invoking to reconfigure your system.
