Newb, obviously.
Installed on foreign system (Pengwin on WSL-2).
Tried the installation of "hello" as a sanity check. It fails with:
guix install: error: cannot kill processes for uid `999' : failed with
exit code 1

I've been stuck here about a week. The usual diagnosis seems to be that
guix-daemon isn't running, but it is:

╰─$ ps -ef|grep guix
root 7013 1 0 13:31 ? 00:00:00
/var/guix/profiles/per-user/root/current-guix/bin/guix-daemon
--build-users-group=guixbuild

All of the usual package commands appear to fail the same way, and have
no observable effect otherwise.
Any recommended lines of inquiry?
