“guix pull” uses the latest version of Guix, not the current version.
“guix build guile-ssh” on the other hand uses the current version.

I would assume that “guix build /gnu/store/pg535xxhnx3x5bykr37p8khxak6vq6sh-guile-ssh-0.11.2.drv” would
fail again.  It may be interesting to see the difference between the
failing derivation and the derivation that matches your run of “guix
build guile-ssh”.
