There’s a list of modules that must be present in the initrd, specified
by the ‘initrd-modules’ field.  By default that list is:

Since your kernel lacks the “xts” module, you may have to do:

  (operating-system
    ;; …
    (initrd-modules (delete "xts" %base-initrd-modules)))
