I just tried to upgrade my GuixSD x86_64 system and it failed saying:

I updated icedtea successfully using the --no-grafts option.  Is this
the sort of thing I should bring up or just ignore?

Also, is a default of requiring root permission to write a file to a
thumb drive a feature or a bug?

It looks like bug 23452:

Try doing the operation again. The bug does not manifest
deterministically, so everything usually works the second time.

Please, don't use --no-grafts. You will not receive any security updates
that we've grafted onto core packages.
