I'm going to take a shot at this. There's another example in the
guix-maintenance repo for berlin and some other machines

So for what you've posted I would guess the following:
(It doesn't look like the static-networking-service allows you to use
DHCP to receive an IP address)

                           "10.x.y.z"
                           #:netmask "255.0.0.0"
                           #:gateway "10.9.38.65")
