It seems that GPA needs dirmngr from the gnupg package to run correctly,
so the easiest solution would be to install gnupg into your profile with
GPA.

As far as making GPA rely and hold a reference to dirmngr and gnupg,
currently it's not listed as a build dependency so I don't think they
thought of it.
