[bug#74860] [PATCH v2 02/12] system: Add zstd to ‘%base-packages’.

This is particularly useful now that log files are going to be
zstd-compressed by default, among other uses of zstd.

* gnu/system.scm (%base-packages-utils): Add ‘zstd’.
