Reduces closure size by around 350 MB.
May break CMake-based projects which use the following script:
https://github.com/jedbrown/cmake-modules/blob/master/FindPETSc.cmake
Use pkg-config based finding instead. See
https://github.com/jedbrown/cmake-modules/blob/master/README.md.
