[bug#64144] Update python-pyelftools to 0.29

The attached patch updates python-pyelftools to 0.29.

Unfortunately, pwntools, the only dependent package, still fails to build after
updating python-pyelftools... but python-pyelftools 0.28 fails to build
anyways, so this is no worse off than it was...
