I hesitated quite a bit here.  I agree that =E2=80=9Cversion-control.scm=E2=
=80=9D is the
right place.  The website specifically says =E2=80=9Cgit-annex is not a bac=
kup
system=E2=80=9D.  I must have been suffering from categorizing-fatigue when=
 I
made that choice :).

Whoops!  Sorry.  I will update the patches in a few hours unless you
