You need to tell libc (gettext) where to look for message catalogs.
This is normally done in scripts/guix:

  (bindtextdomain "guix" "@localedir@")

For testing purposes, you can probably do:

  (bindtextdomain "guix"
                  "/run/current-system/profile/share/locale")
