  Miscellaneous Services]: Ensure @anchors exist for each heading and create a
  @menu at the top of the section.
  [Continuous Integration]: Same and add a heading for Cuirass.
  [VPN Services]: Same and change heading level of "strongSwan" to match the
  other headings.
