Subject: [PATCH 2/3] gnu: python-scipy: Build with OpenBLAS and lapack.

* gnu/packages/python.scm (python-scipy)[inputs]: Remove "atlas", add "lapack"
  and "openblas".
* gnu/packages/python.scm (python-scipy)[arguments]: Replace phase
  "set-environment-variables" with "configure-openblas".
