Hey!
Since the core-updates merge, substitute availability has been quite
changeable. This has been more due to the large changes merged since the
core-updates merge than the changes in core-updates itself.
Substitute availability was quite high for a brief period around a
couple of weeks ago, but then there were more unexpected large changes
that caused it to drop.
You can see an overview of the substitute availability for various
systems here [1]. This page uses data from data.qa.guix.gnu.org [2].

My hope is still that we can make small (and large) changes without
negatively affecting the substitute availability. For small changes,
qa.guix.gnu.org is back building packages affected by patches. For
larger changes, I've got some proposed changes to the process here [3]
and qa.guix.gnu.org is currently working on building the tex-team branch
[4][5].
