Technically, translations are stored in separate files: the .po files in the po/packages directory (one per language). >From an organizational viewpoint, translators coordinate via the Translation Project. Thus, if you=E2=80=99d like to translate things to Fr= ench, you would first have to join the French translation team at the Translation Project, mostly to make sure there=E2=80=99s no duplicated effo= rt.
