Yeah, it's hard to invent a description when the upstream doesn't
provide it. What about this:
IPaddr is a fast and lightweight Python library used to create and
manipulate IPv4 and IPv6 addresses and networks.
This is derived from the python module description:

Note: I'm bad at writing descriptions.
