The jam build system in boost is also licensed under the Boost=20

FWIW I consider the Jam license to be free; it does mention=20
modifications and only asks that they are =E2=80=9Cclearly marked=E2=80=9D=
=20
(whatever that means).  It=E2=80=99s much saner than the LaTeX license=20
that asks that any modified file be renamed; it is only acceptable=20
to the FSF license team because TeX has an aliasing mechanism, so=20
it=E2=80=99s not a practical obstacle, merely a serious annoyance.
