Yeah, you wort right from the start: we should sort =E2=80=98%updaters=E2= =80=99. I=E2=80=99ll push something along these lines. (The other option I contemplated was to sort things in =E2=80=98fold-module-public-variables=E2=80=99, but that=E2=80=99s potentia= lly costly for things like packages, with many variables per module, so I thought we=E2=80=99re r= ather not do it by default.)
