I understand it=E2=80=99s weird, but it=E2=80=99s expected: =E2=80=98guix a=
rchive=E2=80=99 is a
low-level thing that works at the store level.  Propagated inputs are a
package-level concept, so it doesn=E2=80=99t know about it.

No, on purpose.

However unsigned archives would be useful for content-addressed items
(e.g., source code downloads), and it=E2=80=99s currently not supported.
