Say that some people file bugs in the Guix issue tracker requesting the
packaging of some software projects

Can a list of such requests be seen in any way ?

I remember reading a thread about this some time ago but I can't find it
anymore and I don't remember how it ended, if it ended

I'd like to be able to file issues for the packaging of some Guile
libraries and follow the development of those

And maybe someone else could use such system to request the packaging of
non Guile related stuff

Is there any repository anywhere hosting a project for extracting such
requests from the issue tracker and displaying them nicely in a web page?

Is there any specific tagging scheme to be used for package requests filing
?

Not that I know of.  It's all very ad-hoc and things get lost & 
forgotten.

<https://libreplanet.org/wiki/Group:Guix/Wishlist> is the closest 
thing we have to an ‘official’ list.

While a structured approach would be much better than our wiki 
page, I prefer that wiki page over *our* bug tracker.

Please, if you see any package requests on the (bug) mailing 
lists, tell them about it and help keep it up to date.

That would be nice.  I do wonder if making things shinier will 
suffice to lure those elusive packaging gnomes.

Sirgazil proposed to send a patch to allow Debbugs to tag package requests
so that they could be easily searched

I'd be fine with either solution, as long as it's accepted by the wider
community

Not really patch Debbugs, but patch the website with proposed changes to make any list of requested packages visible (and add instructions to request new packages).

I still think Debbugs could be used for package requests, even if it doesn't support custom tags like "package request". One could instruct people to send requests to bug-guix@gnu.org using a provided template. For example:

   Subject: [PACKAGE REQUEST] Add Some Software
   Body: Some other necessary information (website, license?)   

Then, maybe link to issues.gnu.org with a query like this:

  https://issues.guix.gnu.org/search?query=%5BPACKAGE+REQUEST%5D+in%3Asubject+is%3Aopen

(The in:subject filter doesn't exist, though).
