It’s not that, but I have another clue.
This is the relevant line from fmtutil.cfg:

Two things here:
“warning: Could not open char translation file `cp227.tcx'.” – Oh? It’s
in the union, but maybe a search path in the configuration file is
misconfigured.
“dehyph-exptl: using an 8-bit TeX engine.” — hmm. Probably correct,
because pdftex doesn’t natively support multibyte characters. But maybe
a problem.
So the next step for me is to figure out how I can make pdftex find
cp227.tcx.
