To me, an ideal solution would be a service that

1) Doesn't modify any incoming mail;
2) Provides a way to look-up the bugs related to a thread and their
status, preferably using Message-ID, so that it can be used in
conjunction with other mail-based tools without disturbing them.

Your proposed modification would be a first step in that direction, but
would still not solve 1 and 2 perfectly.
