[PATCH 3/3] gnu: man-db: Update to 2.7.1.

The new version tries to create "/usr/lib/tmpfiles.d" during install
phase, so I added "--with-systemdtmpfilesdir=" flag.  Unhappily there is
no "--disable-systemd" or alike.
