Thanks for the detailed report!  So I gather that something like:

  guix build --target=3Di686-pc-gnu coreutils sed tar

works as expected on wip-hurd, right?

Did you try running the resulting binaries on GNU/Hurd?  ISTR there were
problems in the past.
