For ‘pattern’ to be a literal in the snippet, it needs to be moved it
outside of the quasiquote:
(let ((pattern (string-append "lib/" name)))
`(begin
(substitute* foo
((,pattern) …))))
Also could you adjust the indentation of ‘substitute*’?
