Oooh.  IOW =E2=80=9Cwithout fee=E2=80=9D applies to =E2=80=9CPermission=E2=
=80=9D, not to =E2=80=9Cto use, copy,
modify, and distribute=E2=80=9D, right?

That makes sense.  I think I was fooled in the past by similar wording.

Does it sound like 100% non-ambiguous to native speakers reading here?
