What does ‘config.log’ say?

The above could happen if ‘guile-3.0.pc’ or ‘guile-2.2.pc’ is not in
$PKG_CONFIG_PATH, but I don’t see why that would happen here:

Note that you don’t need to explicitly add guile, git, and gnupg.
