IANAL, but=E2=80=A6 I would argue that these PDFs are =E2=80=9Cnon-function= al=E2=80=9D in the sense that they do not have any impact on the functionality of Poppler. It may also be that this qualifies as fair use (AIUI, we=E2=80=99re talking about pages extracted from larger PDF files, right?). What does Debian do? :-) Ludo=E2=80=99.
