I think you need to tell it where to find timezone data as well. Try
adding a phase like this:

          (add-before 'check 'set-tzdir
            (lambda* (#:key inputs #:allow-other-keys)
              (setenv "TZDIR"
                      (string-append (assoc-ref inputs "tzdata")
                                     "/share/zoneinfo"))
              #t))
