It does sound like a logical next step to declarative configuration, but I don=E2=80=99t have any experience to really say. Anyway, I think the first step for Emacs configuration with Home is a =E2=80=98home-emacs-service-type=E2=80=99, possibly based on/inspired by th= e one in rde that Andrew mentions.
