It means =E2=80=9Cversion 3 only=E2=80=9D.  To indicate =E2=80=9Cany later =
version=E2=80=9D the
DESCRIPTION file would have to state =E2=80=9CGPL (>=3D 3)=E2=80=9D.  The i=
mporter knows
about these conventions and generally does the right thing.  (It didn=E2=80=
=99t
always do that in the past, though.)
