In the past changes to the Lisp build system were directly pushed on
master.

The complete collection of Lisp packages is built within minutes by
Cuirass (I think only ironclad takes more than a minute to build).

Besides, only uglify-js has dependents (99 of them).

This time the changes are quite dramatic for the Lisp system, so
staging might be the safest option.
