New German PO file for 'guix-manual' (version 1.0.0-pre1)

snapshot, it does not even have to compile.  It is just used by the
translators when they need some extra translation context.

Even though it is incomplete, I would be happy if the German manual
could be published on https://www.gnu.org/software/guix/manual/ too.

As you know we usually put the manual for the latest released version
on-line, so that’ll be 1.0.0, but we’ll definitely put it there.
