No, I found out that GNU make allows you to override variables used inside Makefiles from make's command line.

To test:

write a Makefile containing:

#-----
PREFIX = /foo

all:
	echo $(PREFIX)
#-----

Then try

$ make PREFIX=/bar

.

It will override the variable.
