Normally, if you are not subscribed to a mailing list, then you would 
not be aware of what was being said.  

However, if, somehow you do become aware of that discussion,  and if you
want to participate in that discussion, then the answer is simple: 
Subscribe; then reply.

If you do manage to reply without subscribing, then in my opinion it is
extremely rude.  It is like butting into a conversation that you overhear
at the next table in a restaurant.  If somebody did that to me, I would
probably ignore them.
