Personally, I'm sympathetic to the idea, although I'd rather see how far we can improve our processes to make them as easy as possible without sacrificing quality. But, if this does become a thing, I hope the license will be compatible so that parts can be merged into GNU Guix when they are ready. Otherwise, the problem of duplication that you mentioned earlier will be really bad.
